Bedir Sava\u015f\u0131&#8217;ndan sonra M\u00fcsl\u00fcmanlar\u0131n kutlad\u0131\u011f\u0131 ilk bayramd\u0131r. Hz. Muhammed\u2019in (sav) Medine\u2019ye hicretinden sonra, b\u00f6lgedeki eski festivallerin yerine Allah\u2019a \u015f\u00fckretmeyi esas alan iki bayram (Ramazan ve Kurban) tayin edilmi\u015ftir.<\/p>\n\n\n\n<p>\u0130slam ilahiyat\u0131nda bu bayram bir &#8220;kutlama&#8221; olman\u0131n \u00f6tesinde derin anlamlar ta\u015f\u0131r. Bu manadan hareketle bayram, nefis terbiyesi ve sab\u0131rla ge\u00e7en otuz g\u00fcn\u00fcn sonunda Allah\u2019\u0131n verdi\u011fi g\u00fcce ve hidayete kar\u015f\u0131 bir \u015f\u00fck\u00fcr ni\u015fanesidir. Bayram namaz\u0131ndan \u00f6nce verilmesi gereken <strong>Fitre (F\u0131t\u0131r Sadakas\u0131)<\/strong>, ibadetteki eksikliklerin temizlenmesini ve yoksullar\u0131n da bayram sevincine ortak edilmesini hedeflemekle, bayram, &#8220;\u00dcmmet&#8221; bilincini peki\u015ftiren, k\u00fcsl\u00fcklerin sona erdi\u011fi ve dikey (kul-Allah) ili\u015fkiden yatay (insan-insan) ili\u015fkiye uzanan bir k\u00f6pr\u00fcd\u00fcr. Di\u011fer taraftan &#8220;F\u0131t\u0131r&#8221; kelimesi ayn\u0131 zamanda yarat\u0131l\u0131\u015f anlam\u0131na gelir; bu bayram insan\u0131n g\u00fcnahlardan ar\u0131narak tertemiz f\u0131trat\u0131na d\u00f6nme \u00e7abas\u0131n\u0131 temsil eder.<\/p>\n\n\n\n<p>Ramazan Bayram\u0131, teolojik d\u00fczlemde bireyin g\u00fcnahlardan ar\u0131narak tertemiz <strong>f\u0131trat\u0131na<\/strong> d\u00f6n\u00fc\u015f\u00fcn\u00fc simgelerken; sosyo-ekonomik d\u00fczlemde servetin r\u0131zaya dayal\u0131 payla\u015f\u0131m\u0131yla toplumsal adaleti tesis eden bir &#8220;dengeleme&#8221; mekanizmas\u0131d\u0131r. Ancak g\u00fcn\u00fcm\u00fczde bu manevi ar\u0131nma s\u00fcreci, kontrols\u00fcz piyasa dinamikleri ve idari denetim eksikli\u011fi nedeniyle bir &#8220;maddi s\u00f6m\u00fcr\u00fc&#8221; alan\u0131na d\u00f6n\u00fc\u015fme riskiyle kar\u015f\u0131 kar\u015f\u0131yad\u0131r.<\/p>\n\n\n\n<p>\u0130slam\u2019\u0131n ekonomi politi\u011fi, modern <strong>sosyal devlet<\/strong> anlay\u0131\u015f\u0131yla \u015fa\u015f\u0131rt\u0131c\u0131 bir paralellik g\u00f6sterir. Bayram\u0131n ayr\u0131lmaz par\u00e7as\u0131 olan <strong>Zek\u00e2t ve Fitre<\/strong>, gelirin zenginden yoksula do\u011fru ak\u0131\u015f\u0131n\u0131 zorunlu k\u0131larak s\u0131n\u0131fsal u\u00e7urumun derinle\u015fmesini engeller. Bu, devletin vergi ve sosyal yard\u0131m yoluyla yapt\u0131\u011f\u0131 &#8220;yeniden da\u011f\u0131t\u0131m&#8221; mekanizmas\u0131n\u0131n inan\u00e7 temelli ve g\u00f6n\u00fcll\u00fc bir modelidir. \u0130slam iktisat tarihindeki <strong>Hisbe Te\u015fkilat\u0131<\/strong> ise, piyasada d\u00fcr\u00fcstl\u00fc\u011f\u00fc sa\u011flamak ve fahi\u015f fiyat\u0131 engellemekle g\u00f6revli bir denetim organ\u0131 olarak bug\u00fcn\u00fcn &#8220;sosyal hukuk devleti&#8221; sorumlulu\u011funu temsil eder.<\/p>\n\n\n\n<p>Ancak g\u00fcn\u00fcm\u00fczde bayram\u0131n yaratt\u0131\u011f\u0131 devasa talep, ne yaz\u0131k ki inan\u00e7 s\u00f6m\u00fcr\u00fcs\u00fcne a\u00e7\u0131k bir zemin haz\u0131rlar.<\/p>\n\n\n\n<p>Bayram \u00f6ncesi s\u00fcre\u00e7te<strong> fahi\u015f k\u00e2r ve f\u0131rsat\u00e7\u0131l\u0131\u011f\u0131n artt\u0131\u011f\u0131 <\/strong>g\u00f6zlenmekte, \u00f6rne\u011fin, ula\u015f\u0131m, g\u0131da ve haz\u0131r giyim gibi sekt\u00f6rlerde, bayram\u0131n manevi &#8220;mecburiyetleri&#8221; (akraba ziyareti, ikraml\u0131k, bayraml\u0131k) \u00fczerinden elde edilen haks\u0131z kazan\u00e7lar, dini duygular\u0131n metala\u015fmas\u0131na neden olmaktad\u0131r.<\/p>\n\n\n\n<p>Di\u011fer taraftan <strong>idarenin <\/strong>bu duruma<strong> seyirci kald\u0131\u011f\u0131n\u0131 <\/strong>da g\u00f6zlemlemekteyiz.<strong> <\/strong>\u0130dare, piyasadaki bu spek\u00fclatif fiyat hareketlerine kar\u015f\u0131 cayd\u0131r\u0131c\u0131 bir &#8220;hakem&#8221; rol\u00fc \u00fcstlenmemekte, sosyal devlet ilkesinin a\u015f\u0131nmas\u0131na yol a\u00e7maktad\u0131r. Denetimsizli\u011fin, bayram\u0131n bereketini geni\u015f kitlelerin cebinden k\u00fc\u00e7\u00fck bir sermaye grubunun kasas\u0131na aktaran bir s\u00f6m\u00fcr\u00fc arac\u0131na d\u00f6n\u00fc\u015fmesine imk\u00e2n sa\u011flad\u0131\u011f\u0131 s\u00f6ylenebilir.<\/p>\n\n\n\n<p>Ger\u00e7ek bir Ramazan Bayram\u0131, sadece bireysel bir ibadet de\u011fil; yoksullu\u011fun g\u00f6r\u00fcn\u00fcr k\u0131l\u0131nd\u0131\u011f\u0131 ve sistemli bir \u015fekilde giderildi\u011fi bir toplumsal s\u00f6zle\u015fmedir. \u0130nanc\u0131n pazarland\u0131\u011f\u0131, fakirli\u011fin ise bir t\u00fcketim nesnesi haline getirildi\u011fi bir vasatta, idarenin &#8220;seyirci&#8221; konumundan \u00e7\u0131k\u0131p &#8220;denetleyici&#8221; kimli\u011fine d\u00f6nmesi elzemdir.
